The Shadow Fleet: Research and operational coordination

Join SITE for an open seminar on Russia’s shadow fleet, sanctions, and maritime security, followed by an invitation-only working session on the legal and operational challenges of coordinating follow-up after Swedish Coast Guard boardings.

An aging, rust-streaked oil tanker crosses a dark, choppy sea beneath storm clouds. A faded Russian tricolor overlays the sky, alongside a map of Eurasian shipping routes marked in red and oil barrels bearing the ruble symbol, evoking the secrecy and geopolitical significance of Russia’s shadow fleet. About

Russia’s shadow fleet raises questions about the effects of sanctions, maritime security, and coordination between public authorities. It also highlights the practical and legal challenges that arise when action at sea requires follow-up on shore.

At the initiative of the Swedish Ministry for Foreign Affairs, SITE is organizing a two-part event. The open seminar will present recent research findings, while the invitation-only working session will focus on operational and legal challenges.

The seminar will feature two research report presentations. The first examines how sanctions have changed shadow-fleet behavior in the Baltic Sea. The second explores Russian naval diplomacy in Africa. The presentations will be followed by a joint discussion.

Program

The full program will be announced closer to the event date.

Registration

Attendance at the seminar is free, but registration is required. The registration page will open on November 13, 2026.
