Abstract

Two family planning policies explain the drastic demographic transitions in China. This paper studies the policy effect on demographic change, the dynamics of human capital transition and the policy induced inequality in an overlapping generation framework. Utilising detailed provincial-level fine data on unauthorised births, I structurally estimate a model that matches the fertility pattern overall and among subgroups in China from 1950 to 2015. I claim that these policies deliver effects more than just birth control and quantity-quality trade-off. First, birth restriction reduces the number of children per family, but the reduction differs across socioeconomic groups. This composition effect changes the distribution of human capital in the later generations. Second, out-of-quota birth mostly happened to low socioeconomic groups. Penalties applied to these groups imply that low socioeconomic groups end up worse-off and result in greater inequality. I decompose human capital transition into several channels and study the intergenerational consequences.
