Why Russia’s War Aims Have Not Changed

Join us at the Center for Statecraft and Strategic Communication for an informal StratCom Lunch seminar featuring Martin Kragh (The Swedish Institute of International Affairs).

In his talk, “Why Russia’s War Aims Have Not Changed,” Kragh will examine the Kremlin’s continued insistence on its maximalist objectives in Ukraine, despite prolonged conflict. While Russia’s 2026 military goal is to seize full control of the Donbas region, territorial annexation represents only one dimension of a broader strategic agenda. The Kremlin is also pursuing a revised “Eurasian security architecture” that seeks to reshape the balance of power in Europe. What does this concept entail, and what are Russia’s long-term objectives?

Martin Kragh is Deputy Director of the Centre for Eastern European Studies at the Swedish Institute of International Affairs and Associate Professor at Uppsala University’s Institute for Russian and Eurasian Studies. He received his PhD from the Stockholm School of Economics.
