Center for Sports and Business and ENABLE welcomes you to a new seminar "When the Smoke Around the Stadiums Clears: Can Sweden Lead the Way Toward Safer and More Inclusive Football?"

On November 3, the Center for Sports and Business (CSB) at the Stockholm School of Economics, together with ENABLE Sweden, will host a seminar on the future of Swedish sports safety. The event brings together researchers, policymakers, the police, and representatives from football to discuss the next chapter in Sweden’s approach to crowd management and fan culture.

The starting point for the discussion is the newly published government report SOU 2025:46, also known as the “Hübinette Inquiry.” The report presents proposals that could mark a paradigm shift in how Sweden handles safety at sporting events—moving significantly toward more repressive measures.

Historically, Sweden has maintained a relatively balanced approach between preventive dialogue and targeted enforcement, resulting in a model that many consider successful. The question now is: Will increased repression make sport safer—or risk undermining the trust and inclusion that Swedish sport is built on? 

A Platform for Constructive Dialogue

The seminar aims to provide a nuanced and evidence-based conversation on these issues. ENABLE Sweden will contribute with a situation analysis and knowledge overview, while a diverse panel representing academia, politics, law enforcement, and sport will explore both the potential consequences of the proposed reforms and alternative approaches.
