The idea behind Utvecklingskommuner is that municipalities are at the heart of keeping society running during a crisis. If schools close, if water or electricity fails, or if digital systems go down, it is local communities that must respond first. By working closely with four pilot municipalities – Stockholm, Linköping, Borlänge, and Nykvarn, CfSR will bring together research, local knowledge, and practical solutions to build stronger preparedness. The goal is to make Sweden an international example of how research and practice can work together to protect vital functions of society and ensure resilience for the future.
