New report: Institutional policy and business practice to support the implementation of a circular economy in the textile value chain

The textile and fashion industry is one of the most resource-intensive and globally interconnected sectors. This stakeholder report synthesises research, policy analysis and stakeholder dialogue from the project Institutional policy and business practice to support the implementation of a circular economy in the textile value chain.

Focusing on the European Union and Sweden, the report analyses structural barriers to circular textile implementation, including infrastructure gaps, uneven investment risks, and fragmented governance across global value chains. It identifies strategic opportunities in circular business models, digital transparency, and international cooperation, and presents policy and business recommendations to align regulatory frameworks, financial mechanisms, and industrial capacity to enable economically viable and globally scalable circular textile systems.
