Who can reserve checked out books in the catalog?

SSE students and staff can reserve books directly from the catalog by clicking on the Request button. External patrons must call the library or send an e-mail in order to make a reservation for a book that is checked out by another patron.

I do not succeed with making a reservation for a book in MerQuery.

It's only possible to request a book if it has been checked out by another person. If the books is marked as "Available" it is available in the library and cannot be reserved. An exeption to this are books in the closed stacks, they can be requested even if they are marked as "Available".
