Municipality preparedness: insights from four municipalities of different size

This project investigates how municipalities can strengthen their preparedness and resilience as part of Sweden's total defence. In recent years, municipalities' responsibility for societal preparedness has increased alongside a growing recognition of the importance of local resilience.

About the project

The project involves four municipalities of different sizes and characteristics. By bringing together municipalities that collectively reflect the diversity of Swedish local government - from small rural municipalities to large urban centres - the project provides a platform for shared learning and the development, testing and dissemination of practical methods and governance approaches that enhance local capacity to prepare for and respond to disruptions, crises and ultimately situations of war.

Drawing on semi structured interviews and collaborative discussions with municipal representatives, the project examines issues such as financing and reporting preparedness, cooperation with state, private and civil society actors, internal routines and processes, and communication.

The project aims to generate knowledge on how municipalities can establish a common foundation for preparedness and demonstrate how strengthening local capabilities can contribute to national resilience.
