Public procurement as a tool for market development, value creation and innovation

This 3-year project, run by Per Andersson, Katarina Arbin and Sven-Anders Stegare, is funded by the Swedish Transport Administration.

The purpose of the project is to build new theoretical and practical knowledge, and new models and frameworks for analyzing and managing different, simultaneous societal benefits in public procurement. Particular focus is on how the new preparedness requirements affect and interact with other societal benefits in TRV's infrastructure projects. The impact between societal benefits can be both positive (synergies) and negative (goal conflicts) and an important sub-objective is to develop knowledge and models for analyzing and managing these influencing processes. Special interest will be given to the procurement processes and the role of public procurement.
