To slow the growth rate of COVID-19 infections, a number of governments have adopted shelter-in-place (quarantine) policies. Compliance with these policies, however, has been uneven. In the United States, compliance is driven by local income, partisanship and polarization. In Europe, trust in government influences changes in population movement after governments enact physical distancing policies. However, shelter-in-place policies have also triggered a strong political reaction in some countries (e.g the US), including deliberate non-compliance and protests. How can characteristics as income, inequality, and population density influence compliance?
