Over the past recent years, the idea of what kinds of emergencies society needs to be prepared for have shifted. The pandemic, the refugee situation of 2015 and the war in Europe have contributed to moving the focus from one mainly concerned with natural hazards and catastrophies. Civil society has reorganized and responded to this, contributing with valuable insight. How does this affect the overall relationship between civil society and the institutions of the state?
